Allow interest feeds to be used without being added to a specific user#97

I’d like to integrate scour.ing with an application that dynamically browses & reads RSS feeds

It looks like interests are tied directly to users (there is https://scour.ing/@david/interests/WebAssembly but no https://scour.ing/interests/WebAssembly) and new interests can only be added through the “Add Interest” field on https://scour.ing/interests

Would it be possible to support directly pulling feeds (for both new and previously queried interests) through a generic URL like https://scour.ing/interests/WebAssembly ?
